Our
managing director, Thomas Jakobsen, had the opportunity to speak on the topic
of Roof Top Solar in Vietnam, and why there was a delay at the moment in new
legal framework.
EVN is in many ways a victim of its own success. In Vietnam, power is nearly always available and at a relatively low price. This is a very good situation when comparing regionally. The massive buildout of PV Solar (ground mounted and roof-top) in 2019-2020 was above the expectations (power development plans) agreed in the various parts of the Vietnamese Government.
It is therefore completely natural that there is a “time-out” where EVN evaluates the situation. It has therefore since 2020 been the opinion of Indochina Energy Partners that the best way forward was to propose a legal framework for roof-top solar that would have the lowest impact on EVN, namely a 100% self-consumption model. We expect this to be announced in connection with the (imminent) finalization of the Power Development Plan 8.
