Decree 57: A Milestone for Vietnam’s Direct Power Purchase Agreements (DPPA)

The release of Decree 57/2025/ND-CP on March 3, 2025, marks a significant milestone in the development of the Direct Power Purchase Agreements (DPPA) mechanism in Vietnam.

While the decree offers greater clarity and regulatory structure, the model it formalizes remains fundamentally consistent with the original framework proposed by Indochina Energy Partners (IEP) to the Ministry of Industry and Trade (MOIT) as early as 2019. The core design we contributed to remains intact—demonstrating the enduring strength of a model built on commercial viability and long-term impact.

At IEP, we were not passive observers of this development. As one of the original contributors to the DPPA framework, we bring deep, first-hand understanding of how businesses can unlock long-term, cost-effective access to renewable energy through this mechanism.

With the revised Power Development Plan VIII (PDP8) set to be finalized soon, the time is right for Vietnam to focus on scalable, commercially viable onshore renewable energy projects under the DPPA framework. These projects will play a central role in helping the country meet its ambitious renewable energy targets for 2030.
